is there a freeware program that supports photoshop filters?
is there a free image program that lets you use downloaded photoshop filters,cause ive lost my photoshop when i wiped my hard drive
GIMP is a free alternative to Photoshop. The name stands for GNU Image Manipulation Program. It has lots of the same functionality as Photoshop. I am not sure whether it supports photoshop filters. There are also tutorials on how to use it.
I use it and highly recommend it to you.

I have also heard of Paint.NET. I have not tried it, but it seems to be a good competitor to GIMP.
