How do I create this effect?
http://postimage.org/image/3ajnrryc/full/ looks cool. A bit dirty but I think the effect might be useful on a smaller scale. How can I do this with Gimp? I have PSPI which lets me use most of the .8bf plugins but not all of them so I might be able to use a Photoshop plugin. I could use that, a Gimp script( script fu or python fu )or a tutorial to make this happen. I like to learn how to fish. No need to toss me a fish if you can teach me. This just looks hard to do manually so I am assuming it is something automated.
I don't think you will find just one plugin to do that, looks like multiple techniques have been used - layers, at least one layer mode set to dissolve, some sort of pixelisatiion filter, distortions, and different opacities on different layers. To be honest it's a bit of a mess.
