How can I turn a photo into a stationary watermark using photoshop?

I need to take a pic and use it as a faded image to print text onto it.

Paste your picture as into a new layer. Set the layer opacity to 50%. Use the text tool to create a new text layer above that, then type in what you want. You can then reduce the opacity of the text layer too if you want to.
